  • Navy Prosecutor and Special Assistant U.S. Attorney, Central District, California

Deputy Special Assistant for Legal Affairs, Navy Recruiting (1993 to 1994)
  • Advised nationwide network on criminal and family law.
    Investigated torts and criminal conduct.

Legislative Counsel to the Secretary of the Navy (1994 to 1997)
  • Coordinated weapons sales legislation with Departments of State and Defense, Office of Management and Budget, foreign governments and U.S. arms industry.  Prepared Deputy Chief of Naval Operations for testimony before House International Relations Committee (HIRC).  Served as Navy spokesman in meetings with HIRC Chairman and White House.  Enactment increased revenue to U.S. Treasury by $80 million.
  • Managed interdepartmental team of 20 to prepare Director, Naval Criminal Investigative Services, for testimony before Senate Armed Services Subcommittee on Personnel.  Led team in review of over 50 investigations for issues likely to draw Congressional and media attention.

GOVERNMENT RELATIONS

Director, Congressional Affairs, The National Association of Computer Consultant Businesses (1997 to 1999)
  • Spokesman for rapidly growing association of 400 (+) computer services consulting firms.
    Senior writer of monthly newsletter.
    Conceived and orchestrated the introduction of a Senate bill to repeal Section 1706 of the 1986 Tax Reform Act.  Secured co-sponsorship of 62 Senators.  Led successful grassroots campaigns to form coalition of 20 Ways and Means Committee members favoring repeal.
  • Increased participation in annual lobby event by two hundred percent
  • Managed successful campaign before the House and Senate Judiciary Committees to modify immigration legislation.  Built coalition in support of legislation to clarify what occupations are included in “computer professional” and thereby exempted from wage and hour provisions of Fair Labor Standards Act.  Legislation passed House of Representatives.
    Initiated new products and services producing new revenues to association.
